MOI UNIVERSITY INSTITUTIONAL BIOSAFETY COMMITTEE (IBC) 

 

The IBC’s primary objective is to safeguard protection of personnel, the general public, and the environment. To meet this goal, the IBC imposes requirements for safe laboratory and biological safety practices; reviews and approves policies, procedures, training, programs and facilities pursuant to the safe use of biological agents, other biological materials, and toxins.

 

Biosafety level designations are based on a composite of the design features, construction, containment facilities, equipment, practices and operational procedures required for working with agents from various RISK GROUPS (Level 1 – 4).

 

Therefore, for the committee to achieve its goals for safe laboratory and biological safety practices; and approved policies, producers, training, programs and facilities pursuant to safe use of biological agents/microorganisms and hazardous chemical etc;

the committee needs to audit all the colleges/schools/departments including University clinics using the below check list;

 

BIOSAFETY GUIDELINES ASSESSMENT

 

PART 1: BIOSAFETY GUIDELINES

 

  1. Microbiological risk assessment; risk assessment and genetically modified microorganisms.
  2. Basic laboratory – Biosafety level 1 & 2.
  3. The containment laboratory – Biosafety level 3.
  4. The maximum containment – Biosafety level 4.
  5. Laboratory animal facilities – Biosafety level 1 – 4.

 

PART 2: LABORATORY BIOSECURITY

 

  1. Laboratory concepts,

 

PART 3: LABORATORY EQUIPMENT

 

  1. Biological safety cabinets Class 1 – 3,
  2. Safety equipment,

 

PART 4: GOOD MICROBIOLOGICAL TECHNIQUES

 

  1. Laboratory techniques,
  2. Contingency plans and emergency procedures,
  3. Disinfection and sterilization,
  4. Transportation, handling, storage and disposal of  infectious microorganisms,

 

PART 5: BIOTECHNOLOGY
1. Biosafety and Recombinant DNA Technology,

 

PART 6: CHEMICAL, FIRE, & ELECTRICAL SAFETY

 

  1. Hazardous Chemicals,
  2. Additional laboratory hazards,

 

PART 7: SAFETY ORGANIZATIONAL & TRAINING

 

  1. Biosafety Officer,
  2. Biosafety Committee,
  3. Biosafety of staff, students, etc

 

Terms of Reference (ToR)

 

  1. Need of an inventory in survey form to identify what departments handle biosafety
  2. Review a variety of experimentation involving bio materials and other potential hazardous agents
  3. Committee will look into research and commercial activities involving Genetically Modified organisms (GMO)
  4. Ensure safety of human and animal health, waste disposal and provision of an adequate level of protection of the environment.
  5. Develop biosafety guidelines at institutional level

 

(Once a biosafety officer is identified, ISO procedures will be developed)

 

A team of experts will be drawn from the School of Biological & Physical Sciences, College of Health Sciences Schools of Arts & Social Sciences, Information Science, Human Resource Development and Education will nominate one representative for all the Schools, a Biosafety Officer and Public Health Officer or National Environmental management Authority(NEMA).

 

Once the committee is constituted, the names will be forwarded to the Vice Chancellor for approval.

 The committee will arrange when to visit all the colleges, schools, departments, clinics, Library, the Main Administration Block Constituent Colleges/Campuses
